Let me state up front that I use Suite 9.5 and Photo10 as a plug-in for Photoshop and not in standalone mode. BUT after pre-ordering and installing Photo!0 I have some reservations about the new version. But all that said, almost anything you want to do in 10 you could do in 9.5. They've done quite a bit of optimization to improve speed. That said, I've had stability issues trying to use the export module on my Mac, I suspect an early version bug. The re-size module is not basically integrated into an export feature in Enhance, Layers, and I think Effects, and Portraits.

The B&W module is not integrated into the effects module. On question 2: The enhance module has been "enhanced." The modules are better integrated. One thing you'd loose is the ability to use other filters (Nik, Topaz, etc) from within On1. Try it and see for yourself how well it works for you. But, when push comes to shove, the development module in LR is stronger. But Enhance does have all the basic adjustments and I certainly think you can do a very job skipping LR altogether. My GUESS is that LR gives more room for pushing shadows, recovering highlights, and so on. On 1 did change the shadows and highlights sliders in Enhance to be more like those in LR. He uses Browse to go through images and selects files, then ships them to LR, an does basic processing. Matt Kloskowski (SP? and now employed by On1, has done several videos and says he still uses LR for the basic adjustments.

They don't really claim that it's a raw development too, though on a Mac I think the starting point is pretty solid. They use some other basic conversion engine on Windows. And this should give the same starting point as you'd get in Aperture, iPhoto, or the new Photos application. My understanding is that on a Mac On1 uses the Apple engine for basic raw development.
